Board Operations supports the Board of Supervisors in its capacity as the governing body of the County of Los Angeles by preparing weekly agendas, communicating actions taken by the Board, preparing minutes of the Board's meetings, preparing statements of proceedings, executing contracts and resolutions, maintaining the Board's Master Agenda Calendar, providing support functions relating to conducting the Board meetings and maintaining the Board's records. This office is able to effectively orchestrate all of these duties through specialized staff and a highly sophisticated automation system. Working in concert with Information Resource Management, Board Operations continuously works to enhance its capacity to serve the Board, County departments and the public through streamlined work methods and the creative use of automation.

Additional Board support functions performed by Board Operations include:

  • Maintaining a full and complete record of the proceedings of each meeting held by the Board of Supervisors as well as all other special assessment and taxing districts, agencies and authorities for which the Board acts pursuant to State law.
  • Tracking the status of Board ordered reports in regard to timeliness of response. The report tracking system generates reminder memos to departments indicating all pending, interim and delinquent reports.
  • Maintaining a database of mailing lists containing all of Los Angeles County department heads and City officials, members of the State Legislature, members of Congress and other political entities for use by the Executive Office and individual Board offices in preparing correspondence.
  • Welcoming and escorting clergymen and veterans who give the invocation and pledge of allegiance, respectively, at each Tuesday Board meeting.

Board Operations provides support to the public and County departments through the following means:

  • Assisting the public and other County departments in researching records of the Board as well as information of a historical nature. The Board's records and minutes are available back to 1850. The public and County departments can easily access the Board's records dating from 1985 to present via the Internet following these instructions. For records prior to 1985, a request may be made by calling (213) 974-1424.
  • Aiding and advising other County departments in preparing Board letters for submission to the Board of Supervisors.
  • Accepting appeals on zoning, land use permits and subdivisions, using a custom designed tracking database to maintain and update information relating to all zoning cases filed and for preparing notices for advertising, posting and mailing when a case is set for public hearing.
  • Advertising all legal notices using ADTECH, an automated program used in conjunction with the California Newspaper Service Bureau. Such advertising includes ordinances, statements of proceedings for each Board meeting, cash contract bid notices, requests for proposals, ordinances, annual fee increases, zoning matters, annexations of territory to certain districts and public hearings for auctions, purchases or exchange of property.
  • Maintaining CodeMaster, an automated compilation of the entire Los Angeles County Code which is updated weekly to reflect not only adopted ordinances but sections of the Code undergoing amendment. Through the use of CodeMaster, Board Operations coordinates the preparation and administrative approval of all County ordinances.
  • Receiving, logging, and preparing for submission to County Counsel all claims against the County of Los Angeles for personal or property damage. The automated claims system generates post cards to claimants notifying them of their claim number and to whom their claim was referred for investigation. The system is also capable of generating reports of claims filed against particular departments.
  • Maintaining a complete fact sheet and roster of all Los Angeles County committees, commissions, boards and task forces (approximately 224), in accordance with State law.
  • Maintaining a Local Appointments List, pursuant to State law, at the Los Angeles City Library which reflects all appointive terms which will expire during the calendar year along with the name of the incumbent appointee, the name of the commission or agency, the date the incumbent was last appointed and the date the term expires.
  • Ensuring the public has access to information regarding the Board's agenda and actions taken by the Board through the internet and a 24-hour recorded telephone message - (213) 974-7207.
  • Coordinating televised broadcasts of the Board meetings.
