Commission Services

Commission Services provides staff support to County commissions, committees and other entities by preparing agendas, minutes, notices, Board letters, Board-ordered reports, press releases, commission publications, etc. Among these entities are joint powers authorities and non-profit corporations which provide the financing mechanisms for County projects such as the construction of Sheriff's stations, parks and other public facilities and the acquisition of needed County equipment through the issuance of long-term, tax-exempt bonds and/or certificates of participation.

The division also staffs the Business License Commission which holds hearings on whether to grant, deny, suspend or revoke licenses to do business within the unincorporated areas of the County. Commission Services provides similar support to many advisory commissions which advise the Board of Supervisors on a wide range of issues of local governance affecting their constituency. The Commission for Women, the Commission on Disabilities, the Historical Landmarks/Records Commission and the Quality and Productivity Commission are a few examples of the wide spectrum of commissions served by this division.

Commission Services also provides administrative support to the City Selection Committee which consists of the 88 mayors in Los Angeles County. The Committee appoints mayors and council members to serve on multi-jurisdictional agencies such as the South Coast Air Quality Management District, the Metropolitan Transportation Authority, the Local Agency Formation Commission, the Library Commission, the Hazardous Waste Management Advisory Committee and nominates for appointment members to the California Coastal Commission.

Other functions of Commission Services include:

  • Maintaining complete fact sheets and rosters of all Los Angeles County committees, commissions, boards and task forces (approximately 167), in accordance with State law.
  • Maintaining a Local Appointments List, pursuant to State law, at the Los Angeles City Library which reflects all appointive terms that will expire during the calendar year along with the name of the incumbent appointee, the name of the commission or agency, the date the incumbent was last appointed and the date the term expires.
  • Apprising all departments and County commissions of the legal requirements set forth in the Ralph M. Brown Act, the Local Government Open Meetings Law.
  • Collaborating with community-based groups, women's organizations and the disabled community on special projects which include the production of handbooks on domestic violence, a Citizen's Guide to Appointive Offices in L.A. County Government, and a handbook on the Americans with Disabilities Act.
  • Hosting receptions for international delegations concerned with issues pertaining to women and persons with disabilities.
  • Hosting receptions for international delegations concerned with issues pertaining to women and persons with disabilities.
  • Assisting the Commission on Disabilities in obtaining State and Federal grant funds to provide training workshops on the Americans with Disabilities Act to consumers and small business owners in minority communities.
  • Assisting the Fish and Game Commission in hosting "Fishing in the City"events for urban area children, including foster children and potential "latch key kids."
  • Assisting the Census 2000 Complete Count Committee in preparation for the Year 2000 Census.
  • Coordinating and hosting the Women's Health Policy Summit to improve health services for women.
