Conflict of Interest/Lobbyist Division

The Conflict of Interest/Lobbyist Division is comprised of administrative analyst personnel who perform a wide variety of staff functions. The primary function of the Conflict of Interest/Lobbyist Division is to fulfill certain responsibilities mandated by the Political Reform Act of 1974, the County's Lobbyist Ordinance and Postgovernment Ordinance.

In addition, the staff of this office provides a flexible team of individuals who can assume responsibility for long- or short-term projects in order to further the mission and goals of the Department.

The duties of the Conflict of Interest/Lobbyist Division include:

  • Acting as the filing office for Statements of Economic Interests, pursuant to the Political Reform Act of 1974, for nearly 2,000 individuals in some 250 public agencies.
  • Providing staff to the Code Review Panel which is responsible for reviewing conflict of interest codes that have been submitted to the Board of Supervisors for approval by public agencies within the County. These agencies include County departments, school districts, water districts, joint powers authorities and various commissions.
  • Registering individual lobbyists and lobbyist employers pursuant to the County's Lobbyist Ordinance and functioning as the filing office for quarterly lobbyist activity reports and for initiating investigations of alleged violations of the ordinance.
  • Coordinating the elections of the members of the Board of Retirement and the Board of Investments of the Los Angeles County Employees Retirement Association.
  • Responsible for processing complaints and allegations of violations of the Postgovernment Ordinance, as well as initiating and overseeing the investigation and disposition of alleged violations of the Ordinance. The Conflict of Interest/Lobbyist Division is also responsible for the administrative enforcement of the Ordinance.

Assessment Appeals Public Education Program

In 1995, the Assessment Appeals Public Education Program was created to provide taxpayers with seminars and brochures on property tax appeals. The first of its kind in California, this program conducts educational seminars throughout the year at various locations within the County. In 1997-98, this program won a California State Association of Counties "Challenge Award" for excellence and a National Association of Counties "Best of Category Award" for the best public information/civic education program of the year.
