Board Order No. 17 of March 5, 1974
Amendment to Section 7 providing for the automatic succession of the Chairman Pro Tem to the position of Chairman at the end of the term; also providing that when the Chairman Pro Tem succeeds to the position of Chairman, the Board shall elect a new Chairman Pro Tem.
Amendment to Section 30 deleting the provision that ordinances be requested by the Board prior to adoption and adding the provision that ordinances must be approved as to form by County Counsel prior to adoption.
Board Order No. 151 of November 12, 1975
Addition to Section 9 adding provisions relating to the length of time for public discussion, equal time to opposing sides and the amount of time a person may address the Board.
Amendment to Section 13 changing the time for presentation of scrolls on Tuesdays from 10:00 to 11:50 a.m. - 12:00 noon.
Addition of Section 15 adding provision that any Board member intending to introduce a special motion not contained on the printed agenda, must first deliver a copy of that item to each Board member.
Amendment to Section 16 adding provision that a member shall not be recognized to speak again until all members have had an opportunity to be heard and that all members shall have an opportunity to be heard before the Chair may enter debate on a regular item.
Amendment to Section 25 changing delivery date of weekly agendas from Friday morning to Thursday morning.
Amendment to Section 25 clarifying supporting documents to be delivered with the agenda to Board members.
Addition of Section 43 adding provision that the Board shall make appointments to fill department head vacancies within two weeks after an eligible list becomes available, whenever possible.
Board Order No. 134 of February 10, 1976
Addition of Section 36 adding provision to prohibit smoking in the Board Room except for a restricted area consisting of the last three rows in the rear of the Board Room.
Board Order No. 114 of March 8, 1977
Amendment to Section 2 changing the starting time of Tuesday Board meetings from 9:00 a.m. to 9:30 a.m.
Addition of Section 22 adding provision that Board members shall be limited to five special items per meeting, excluding adjournment motions and scrolls.
Board Order No. 63 of February 28, 1984
Amendment to Section 2 adding provision for starting time of 1:00 p.m. for Tuesday Board meetings following a Monday Holiday.
Board Order No. 108 of December 16, 1986
Amendment to Sections 14 and 15 providing for posted agendas and deleting special items provisions.
Deletion of Section 37 relating to requests to address the Board on items not appearing on the printed agenda. Amendment to Section 38 (and renumbering of Section 38 as Section 37) deleting provision that if time does not permit consideration of an item at the meeting, the item will be continued for the next meeting and written comments only will be received.
Board Order No. 83 of March 3, 1987
Amendment to Section 22 requesting each Supervisor to limit the number of special motions placed on the Green Sheet, plus those that are brought forward orally to a total of five per meeting.
Board Order No. 92 of October 6, 1987
Amendment to Section 39 limiting the frequency that a member of the public may address the Board on a non-agenda item to once in any three‑month period; also persons addressing the Board shall avoid personalities.
Addition of new Section 39 entitled PUBLIC COMMENT.
Board Order No. 101 of May 10, 1988
Amendment to Section 25 adding provision that the agenda shall list closed sessions except when the session is required because of an emergency situation and the need to take action arose subsequent to the posting of the agenda or the session relates to an item posted on the agenda.
Board Order No. 59 of November 15, 1988
Amendment to Section 27 requiring each department head to report directly to the Board and not to any individual member of the Board.
Amendment to Section 27 eliminating departmental chairmanships.
Board Order No. 57 of January 21, 1992
Change to Section 36 to prohibit smoking in the Board Room, in accordance with Ordinance No. 92‑0014 adopted on January 21, 1992.
Board Order No. 12 of February 4, 1992
Amendment to Section 9 to allow the Chairperson to authorize not more than one Set Matter per Board meeting.
Amendment to Section 13 changing the overall order of business for Tuesday Board meetings.
Amendment to Section 28 providing that each County department or district shall be assigned a Supervisor as the departmental Chair.
Board Order No. 55 of October 19, 1993
Amendment to Section 16 which limits members to five minutes when speaking for the first time on a topic under debate or discussion and imposes a three minute limit on subsequent passes.
Board Order No. 9 of July 5, 1994
Readoption of Revised Rules of the Board making changes as follows:
Amendment to various sections changing reference to "Chairman" to "Chair" and also making other gender reference changes.
Added Section 4.5 relating to emergency meetings of the Board and Section 5.5 relating to closed sessions of the Board.
Changed Title of Section 3 to more clearly represent the text of the Section.
Amended Section 5 to describe the provisions for calling a special meeting of the Board.
Amended Section 12 to reflect existing practices of the Board regarding the Chair Pro Tem.
Amended Sections 13 and 14 to reflect recent changes in Brown Act provisions for presentation of items not on the posted agenda.
Amended Section 15 to add that copies of motions shall also be distributed to the Executive Officer‑Clerk of the Board.
Amended Section 22 in accordance with recent Brown Act amendments relating to consideration of items not on the posted agenda.
Amended Section 25 in accordance with recent Brown Act amendments relating to the Executive Officer-Clerk of the Board's duties for preparing and posting the Board's agendas.
Amended Section 30 to require that ordinances must only be approved by County Counsel, rather than prepared and approved by County Counsel.
Deleted Section 43, obsolete provisions relating to appointment of Department Heads.
Amended various sections making minor technical changes.
Added, for reference purposes, a Table of Pertinent Board Policies.
Board Order No. 11 of October 1, 1996
Amendment to Section 9 to add to the duties and powers of the Chair to be followed when members of the public wish to address the Board of Supervisors regarding confidential dependency matters.
Amendment to Section 38 to add procedures to be followed for members of the public
wishing to address the Board of Supervisors regarding confidential dependency matters.
Board Order No. 59 of October 29, 1996
Amendment to various sections changing reference of “Chair” to “Mayor.”
Board Order No. 54 of November 26, 1996
Amendment to Section 13, effective December 3, 1996, changing the order of business for
the regular Tuesday Board meetings.
Amendment to Section 13, effective January 1, 1997, eliminating the monthly Thursday
meeting for legally required public hearings and instead designating the fourth Tuesday
of each month for the public hearings.
Board Order No. 8 of April 21, 1998
Amendment to Section 13, effective immediately, changing the order of business for the
Fourth Tuesday of each month, designated for public hearings.
Board Order No. 3 of March 28, 2000
Amendment to Section 38 to add 38.1 requiring all pagers and cell phones belonging to the public, press or County personnel to be placed on vibrate mode or be turned off while a Board meeting is in session.
Board Order No. 35 of October 22, 2002
Amended Section 18 to require a roll call vote for non-consent agenda items and the Executive Officer-Clerk of the Board to announce the results of the roll call vote.
Added Section 26.1 to require any reportable action taken during a Closed Session be recorded in the Statement of Proceedings and also announced at the next Board meeting and provided in writing to all persons who have requested notice of such actions.
Board Order No. 19 of November 25, 2003
Amendment to Section 10, effective immediately, adding a provision that at the discretion of the Chair (Mayor) or upon vote of the Board, the Chair (Mayor) may order removed from the Board Room any person who commits acts of disruptive conduct in respect to the meetings of
the Board of Supervisors; also adding a provision that any person so removed from the Board Room on the basis of disruptive conduct may not be allowed to address the Board for up to maximum of ninety (90) days.
Amendment to Section 37, effective immediately, to conform to the Board’s current practice of limiting a person requesting to address the Board to a total of three (3) minutes per meeting; and adding a provision that any individual found to have engaged in disruptive conduct, as defined in Section 10 of these Rules, may be prohibited from addressing the Board at future meetings.
Amendment to Section 39, effective immediately, adding a provision that any individual found to exhibit disruptive conduct may be prohibited from addressing the Board on agenda items and during public comment at future meetings.
Board Order No. 11 of February 17, 2004
Amendment to Sections 2 and 13, permanently rescheduling the regular Tuesday Board meetings to Wednesdays when they fall on statewide primary or general election days in even-numbered years.
Board Order No. 19 of November 27, 2007
The reference to ‘Mayor’ is changed to ‘Mayor/Chair’
Amendment to Section 2, to delete reference to the Thursday meeting. Also added a provision that in even-numbered years when the regular Tuesday Board meeting falls on a statewide primary or general election day, the meeting shall commence at 1:00 p.m. of the first succeeding day which is not a holiday.
Deleted Section 14, relating to the Thursday meetings.
Amendment to Section 16, to provide the Mayor/Chair discretion to allow Board members up to 10 (ten) minutes to speak each time on any agenda item being discussed.
Amendment to Section 25, to delete reference to the Thursday meeting; also “Chief Administrative Officer” is changed to “Chief Executive Officer”.
Amendment to Section 37, to provide that member of the public must submit his or her request to address the Board before the item is called.
Deleted Section 39, deleting the provision allowing a person to address the Board on non-agenda item only once every three months and deleting the provision allowing no more than five persons to address the Board on non-agenda items at any meeting.
Amendment to Section 41, changing all references of the “Chief Administrative Officer” to “Chief Executive Officer”.
Board Order No. 4 of March 4, 2008
Amendment to Section 2, to provide that in even-numbered years when the regular Tuesday Board of Supervisors meeting falls on a statewide primary or general election day, the meeting shall commence at 9:30 a.m. of the next succeeding day which is not a holiday.
