INTERIM PLANNING AGENCY FOR THE SAN FERNANDO VALLEY TRANSPORTATION ZONE

AUTHORITY

Board Order No. 21 of June 22, 1999, agreement # 72189.

SUNSET REVIEW DATE

This agreement may be terminated and the Interim Zone disbanded by the adoption of a resolution of termination of seven directors of the board, and the provision thereof to all members at least thirty (30) days before the effective date of such termination. Upon the effective date of termination, and after compliance with Section 11.1 of this agreement and completion of the procedures therein, this agreement shall be null and void.

NUMBER OF MEMBERS

Nine members.

APPOINTMENT

Each appointing authority shall appoint, by a signed written order of the appointing authority, the following number of directors and, if so desired by the appointing authority, a similar number of alternate directors to serve in the absence of a regular director, to serve at the pleasure of the appointing authority, in accordance with the following procedures:

COUNTY CLUSTER:

Two directors shall be appointed by the County Cluster upon nomination by

Supervisors whose Supervisorial districts include the Interim Zone. For initial appointments from the County Cluster:

a.

One director shall be nominated by the Supervisor for the

Third District of the County of Los Angeles.

   

b.

One shall be nominated by the Supervisor for the Fifth District

of the County of Los Angeles.

Such appointments shall be made by the Board of Supervisors of the County of Los Angeles. The County cluster may also appoint two alternate directors.

EAST CLUSTER:

Two directors shall be appointed by the East Cluster as follows:

a.

The appointment of the first director representing the East Cluster

shall be approved by both of the following:

 
   

1.

A majority of the East Cluster Members; and

   

2.

East Cluster Members representing a majority of the population within the boundaries of the East Cluster Members.

     

b.

The appointment of the second director representing the East Cluster must be approved by a majority of the East Cluster Members.

The two directors from the East Cluster shall be from two different East Cluster Members. There shall be two alternate directors who shall be selected from each of the two remaining East Cluster Members.

Upon the effective date of this agreement, each member of the East Cluster shall assign one elected official to a committee which shall convene to nominate and appoint the directors and alternates and assign the alternates to a corresponding director. Such committee shall also convene, at the call of any East Cluster Member, to fill any vacancy or decide upon the removal of any appointed director or alternate.

LOS ANGELES CITY CLUSTER:

Four directors shall be appointed by the City of Los Angeles, with one director residing in each of the following defined areas (City Quadrants):

a.

The Northwest sub-area bounded by the Los Angeles City Limit on the north and west; I-5 and I-405 on the east; and Roscoe Blvd., including Roscoe Blvd., on the South.

   

b.

The Southwest sub-area bounded by the Los Angeles City Limit on the south and west; I-405 on the east; and Roscoe Blvd., excluding Roscoe Blvd., on the North.

   

c.

The Northeast sub-area bounded by the Los Angeles City Limit on the north and east; I-5 and I-405 on the west; and the southernmost right-of-way line of Roscoe Blvd., Tuxford St., and San Fernando Rd. on the South.

   

d.

The Southeast sub-area bounded by the Los Angeles City Limit on the south and east; I-405 on the west; and the southernmost

right-of-way line of Roscoe Blvd., Tuxford St., and San Fernando Rd. on the North.

If a director or alternate director appointed by the City of Los Angeles is a City Council Member (or a staff person representing such member), such director or alternate director must represent one of the above defined areas, but need not reside in that area.

Nominations for the director and alternate director representing each City Quadrant shall be made by the City of Los Angeles Council Members whose council district encompasses all or a portion of the particular City Quadrant. In the event that City Council members nominate two or more individuals as either director or alternate director, the President of the City Council of the City of Los Angeles shall select one of the individuals to serve as the director and one to serve as alternate director. The action of the City Council President shall be final. The director or alternate director may be removed with the approval of both the City Council President and City Council member, or successor, who nominated the director or alternate director.

WEST CLUSTER:

One director shall be appointed by the Board of Directors of the Las Virgenes Malibu Conejo Council of Governments (the “COG”) or successor entity designated by the COG. The West Cluster may also appoint one alternate director. The director and alternate director shall each reside in one of the West Cluster Cities.

TERM OF OFFICE

One year. Nothing herein shall prevent a director from serving two or more

consecutive terms.

COMPENSATION

To be discussed at the first meeting.

MEETINGS

At its first meeting and as needed thereafter, the Interim Board shall establish by resolution the dates, place, and time of its regular meetings. Special or emergency meetings may be called at the request of the chairperson or of a majority of the Interim Board.

DUTIES

Study, plan and apply and receive approval from LACMTA to establish a

transportation zone that provides high quality, responsive, and cost-effective public transportation services for persons within the jurisdictional boundaries of said transportation zone.
