| achievements throughout her career, which most recently includes |
| winning her fifth world title at the 2003 World Figure Skating |
| Championships in Washington, D.C., as arranged by Supervisor |

| Recommendation as submitted by Supervisor Burke: Instruct the Chief |
| Administrative Officer to finalize and execute the 30-year design-build |
| full service lease, approved by the Board on June 10, 2003 (Board |
| Order No. 18), for a new 88,546 sq ft building located at 120th and |
| Western Ave., Los Angeles for the Department of Public Social |
| Services, with the authority to agree to an increase or decrease in the |
| base rent by up to $0.10 per sq ft per month until August 10, 2003, if a |
| change in interest rates warrants such a correction. (03-2222) |
| Recommendation as submitted by Supervisor Burke: Oppose the |
| Classification of Race, Ethnicity, Color and National Origin (CRECNO) |
| Initiative sponsored by the American Civil Rights Coalition which will be |
| on the ballot of the October 7, 2003 statewide election, and adopt the |
| recommendation of the Commission on Human Relations to oppose the |
| initiative because of its detrimental impact to the residents of the |
| County of Los Angeles; and instruct all Department/District Heads to |
| work closely with the Commission on Human Relations to provide the |
| public with information regarding the CRECNO Initiative, its specific |
| requirements, and its impacts on the County. (03-2230) |
| Recommendation as submitted by Supervisor Burke: Waive fees |
| totaling $250, excluding the cost of liability insurance, for use of the |
| County Mall area for the District Attorney's fund raising event to support |
| its employee recognition ceremonies program and other employee |
| events, to be held July 29, 2003 from 11:30 a.m. to 1:30 p.m. (03-2223) |
| Recommendation as submitted by Supervisor Yaroslavsky: Authorize |
| the Chief Administrative Officer to reallocate $54,000 from |
| appropriation for contingencies to the Sheriff's custody budget in order |
| to cover the overtime costs of two additional Deputy Sheriffs to allow |
| minors detained in Men's Central Jail to have more time out of their |
| cells. (03-2245) |
| Chief Administrative Officer's recommendation: Authorize the |
| immediate extension of the Enhanced Voluntary Time Off Program |
| (EVTO); also authorize the Child Support Services Department to |
| continue to maintain existing staff contingent on the Department |
| realizing sufficient savings from implementation of EVTO and/or from |
| the implementation of such other cost savings measures as may be |
| implemented by the Department; instruct the Auditor-Controller to |
| implement the necessary changes to payroll systems and procedures; |
| and introduce, waive reading and place on agenda for adoption a |
| related ordinance amending Title 6 - Salaries of the County Code, |
| extending the unpaid Enhanced Voluntary Time-Off Program |
| established by the Board to provide that participation in such program |
| will not affect specified employee benefits and that implementation of |
| the program within each County department is subject to prior |
| authorization by the Chief Administrative Officer. (03-2240) |
| County Librarian's recommendation: Set a public hearing for August 5, |
| 2003 at 9:30 a.m. for the purpose of considering resolutions submitted |
| by cities served by the County Library but not currently participating in |
| the Library's special tax to be included in the special tax program by |
| placing the special tax measure on the cities' November 4, 2003 |
| municipal election ballot, for approval. (03-2218) |
