At its meeting held August, 1, 2000, the Board took the following action:

The following statement was entered into the record for Supervisor Antonovich:
"Under current law, the California Department of Corrections is responsible for providing mitigation payments to local entities for costs resulting from emergency bed expansion in State prisons. Specifically, the statute requires that the funds be equally divided between the local impacted cities, county, or city and county where temporary emergency beds were added to an existing institution as of June 30, 1997.
"Los Angeles County and the City of Lancaster are eligible for a total of $76,000 for the 130 emergency beds at California State Prison, Los Angeles County. Upon the receipt of a resolution adopted by the County Board of Supervisors and the City Council of Lancaster indicating agreement regarding the allocation to be received by each governing body, the California Department of Corrections will make a direct payment to each eligible entity as indicated in the resolution.
"Funds allocated under this program must be expended within the community impacted by the prison expansion. The resolution indicates the County's intent to appropriate its share of revenues to United Community Action Network, a nonprofit agency providing services to children in the Lancaster Area.
"The funds to be received under this program constitute unanticipated revenue and require four votes for appropriation."

Therefore, at the suggestion of Supervisor Antonovich and on motion of Supervisor Burke, seconded by Supervisor Knabe, unanimously carried (Supervisor Antonovich being absent), the Board adopted the attached resolution accepting the California Department of Corrections' allocation of $76,000 to the County and City of Lancaster for additional costs incurred as of June 30, 1999, as a result of activation of 130 emergency beds in the California State prison located in the City of Lancaster, with the City and County to receive $38,000 each, and allocating the County's portion of funding in amount of $38,000 to a nonprofit organization, United Community Action Network, for benefits rendered to Antelope Valley.
