Introduction
The Board of Supervisors is the governing body of the County
of Los Angeles, a charter county. As such, it has
the unique function of serving as the executive and legislative
head of the largest and most complex county government in the
entire United States. A civil service staff which performs the
duties for the County departments and agencies serves
the needs of the County's population of more than 9 million people.
Los Angeles County is divided into five supervisorial districts,
nearly equal in population. The boundaries of each district are
adjusted every ten years following the Federal census. One Supervisor
for each district is elected to serve on the Board of Supervisors
for a four- year term, and any vacancies occurring mid-term are
filled by the governor.
The Board of Supervisors adopts an annual budget and makes policy
decisions for the administration of County departments. In addition,
the Board sets County employee salaries and conducts public hearings
on zoning, real property transactions, and other proceedings that
require that the public be given an opportunity to have input.
The Board also adopts local regulations affecting the unincorporated
areas of the County, to protect the public.
A Chairman of the Board is elected by the other Board members
and serves a one-year term beginning in December. The Chairman
presides at all meetings of the Board and has general direction
over the Board Room.
The regular meetings of the Board of Supervisors are held every
Tuesday at 9:30 a.m., in the Board's Hearing Room (381B Kenneth
Hahn Hall of Administration, 500 West Temple Street, Los Angeles,
CA 90012). On Tuesdays following a Monday holiday the meetings
begin at 1:00 p.m. Zoning matters, special district proceedings
and property transactions are heard at meetings held on the fourth
Tuesday of the Month.
The Board of Supervisors' meetings are televised on KLCS, the
Los Angeles Unified School District's cable channel. At 10:00
p.m. on the day of the meeting, but the broadcast schedule is
subject to change. You may check the schedule by calling (213)

Every meeting of the Board of Supervisors is recorded on cassette
tapes. Duplicate cassette tapes are available by calling (213)
974-1440. There is a charge of $9.00 per cassette. For information
regarding ordering a transcript of a meeting, please telephone

Accommodations, American Sign Language (ASL) Interpreters or
assistive listening devices are available with at least three
business days notice before the meeting date. Agenda in Braille
and/or alternative formats are available upon request. Please

8:00 a.m. to 5:00 p.m., Monday through Friday.

to assist the public regarding the agendas and meetings of the
Board of Supervisors is available at the information rail in the
Board of Supervisors' meeting room and may be obtained here.
In order to assure that the Board's business is conducted in
an orderly fashion and that all have an equal opportunity to see
and hear the proceedings, the Board has adopted a set of rules
for conduct during the Board meetings. A copy of Rules of the Board may be accessed

Any person who seeks support or endorsement from the Board of
Supervisors on any official action may be subject to the provisions
of Los Angeles County Code, Chapter 2.160, relating to lobbyists.
Violation of the lobbyist ordinance may result in a fine and other
